This nationally recognized Emergency Management Course and online training program provides the necessary skills and understanding of the issues and underlying concepts surrounding emergency management. Goals:

Upon successful completion of this program, students will be able to:

• Assess the pre-impact conditions that produce disaster vulnerability within communities. • React effectively to threats from the environment. • Write a professional emergency plan, understanding the components of the plan, the principles that guide the planning process, and resources that can be used in the planning process. • Assemble an emergency planning team, motivate the team members, and train the team.

• Balance local needs with federal laws and requirements. • Protect lives in the initial steps of hazard detection, warning, evacuation, and sheltering. • Best care for those who have been affected by disasters. • Manage public relations, donations, and volunteers during a disaster. • Explore the role of technology in the support of emergency planning, response, recovery, and mitigation efforts. • Identify the major categories of disasters. • Assess risk and vulnerability and identify hazards.

• Follow the process for hazard mitigation planning. • Apply appropriate mitigation tools and techniques to reduce vulnerability.

Instructor Bio: Patrick L. Cote

Patrick L. Cote has over 30 years of law enforcement and emergency management experience. He was a full time criminal justice instructor for Central Carolina Community College in Sanford, North Carolina for three years. He was also a licensed private investigator in the State of North Carolina, and has ten years experience teaching part time at Tunxis Community College, Farmington, Connecticut; Central Arizona Community College, Coolidge, Arizona and Aims Community College, Fort Lupton, Colorado.

Mr. Cote was in law enforcement for thirty years, the last eleven as Police Chief in three states. Most recently, he served as the Director of Public Safety for over two years in Fort Lupton, Colorado before retiring in 1999. Prior to Fort Lupton, he was Police Chief in Florence, Arizona, serving in that capacity for two years. He was also Police Chief in Somersworth, New Hampshire for seven years.

Mr. Cote began his career in Bristol, Connecticut and rose through the ranks to attain the rank of Captain. He was with the Bristol department for eighteen years. Mr. Cote holds a Masters of Science degree in Criminal Justice Management from the University of New Haven, West Haven, Connecticut; a Bachelors of Science degree in Criminal Justice Administration from Western Connecticut State University, Danbury, Connecticut; and an Associate of Science in Criminal Justice from Tunxis Community College, Farmington, Connecticut.
